Abstract

إن التطورات والأزمات التي مرت بها الكينونة الأمنية الجزائرية في العقد الأخير من القرن العشرين قد أظهرت بشكل جلي التحديات الأمنية الخطيرة التي مر بها النظام الأمني الجزائري على غرار بقية الأنظمة الأمنية لدول العالم الثالث خلال فترة التحول من الحرب الباردة إلى ما بعد هذه الحرب، وذلك من حيث بنائها وطرق التقرب منها. إن النقطة القابلة للمناقشة والجدل هي أن التحدي الوحيد الذي يواجهه النظام الأمني الجزائري على غرار النظام العالمي هو التهديدات التي يثيرها الإرهاب الحديث. سوف لن نتفحص بدقة مدى تأثير قدرات القوة البرية والإستعلاماتية على مدى فعالية قواعد التحكم ومركز التوجيه العسكري الجزائري وإستراتيجيته. إن هذا لن يعكس أي حكم على صلب هذه النقطة ومفهومها المركزي الواقعي والذي لا نستطيع إنكاره. وعلى العكس من ذلك، فإن مناقشة هذه النقطة ستكون غير مجدية في حالة رغبتنا الوصول إلى المبادئ الأساسية لمفهوم هذه القواعد المركزية للتوجيه العسكري الجزائري في عمليات مكافحة الإرهاب.
