علاقة العراق بوكالتي صندوق النقد الدولي والبنك الدولي(دراسة في الجغرافية السياسية)

Abstract

عاد العراق لتحسين العلاقة مع وكالتي صندوق النقد الدولي والبنك الدولي بعد عام 2003م اذ يعد من بين دول الاعضاء المؤسسين للوكالتين فقد عادت تلك العلاقة وفق اتفاقية نادي باريس وما تمخض عنها من قرارات من اجل اطفاء الديون التي ترتبت على العراق قبل عام 2003م, وقد مرت عبر جدول يتضمن عدة مراحل ساعدت في اطفائها وسرعان ما ارتبط بقروض جديدة كانت مكبلة للاقتصاد العراقي وجعلته تابع لسياسات الادارة الامريكية إذ مكنتها فيما بعد من التدخل في الشؤون الداخلية لأمد طويل والتي هي اصلاً مستباحة بعد دخول قواتها للعراق. وتناول البحث عدد من المحاور التي تضمنت علاقته بالوكالتين ومراحل اطفاء الديَن والشروط التي فرضتها الوكالتين على العراق وما نتج عنها من ابعاد جيوسياسية. Iraq returned once again to improve the relationship with the agencies of the International Monetary Fund and the World Bank after 2003, as it is among the founding member states of the two agencies. That relationship returned in accordance with the Paris Club agreement and the decisions that resulted in extinguishing the debts owed to Iraq before 2003. It passed through a schedule that included several stages that helped extinguish the debts and Iraq was soon linked to new loans that were tied to the Iraqi economy and made it dependent on the policies of the US administration and later enabled it to interfere in Iraq’s internal affairs for a long time, which is already permissible after the entry of US forces into Iraq. The research dealt with a number of aspects that included Iraq's relationship with the two agencies, the stages of extinguishing the debt, then the cash loans obtained from the two agencies and then it addressed the geopolitical dimensions out of that relationship
