الانتخابات البلديّة المحلّية لعام 2004م في تركيا

Abstract

تهدف هذه الدراسة إلى التعرّف على الانتخابات البلديّة لعام 2004م في تركيا، وتناولت بيان قانون البلديّات المرقّم (5215) بتاريخ 9/7/2004م، من قِبل المجلس الوطني الفرعي الكبير، والتعرّف على نصوصه القانونيّة، وأهم الأحزاب السياسيّة المُشاركة في العمليّة الانتخابيّة، ومناقشة نجاح وفشل بعض الأحزاب، من خلال جدول يوضّح النسب المئويّة، ونتائج الانتخابات، كما هدفت إلى قراءة وتحليل الأبعاد السياسيّة للانتخابات البلديّة، واعتمدت الدراسة على الإجابة عن الإشكاليّة المطروحة على الأسلوب الوصفي والتحليلي، بهدف التعرّف على دور الأحزاب في الانتخابات البلديّة، وبذلك توزّع البحث، فضلًا عن المقدّمة والخاتمة، وقانون الانتخابات البلديّة 2004م، وشرح مفصّل حول أهم الأحزاب المشاركة، ودورها للإعداد والانتخابات. وقد خلص البحث إلى الدور المميّز الذي لعبه حزب العدالة والتنمية في الانتخابات البلديّة، وذلك من خلال شعاراته الانتخابيّة، التي لامست واقع بناء البلديّات، وكانت قريبة منه، ومدى التباين بين مستويات الأحزاب المشاركة في الانتخابات من حيث استقطاب الشارع التركي، كذلك محافظة بعض الأحزاب على زخمها الجماهيري، في حين أنّ أحزابًا أخرى فقدته. This research aims to study the municipal elections of 2004 A.D. in Turkey. It dealt with clarifying of the Municipal Law No. (2521) dated 9/7/2004 A.D. issued by the Grand National Council. This study aims at identifying the legal texts of this council, the most important political parties participating in the electoral process, and discussing success and failure of some parties, through a table showing percentages and results of election. It also aims at analyzing the political dimensions of the municipal elections. The study relied on answering the problem by adopting the descriptive and analytical approach, with the aim of identifying the role of parties in the municipal elections. Thus the research is divided into an introduction and conclusion, and the Municipal Elections Law of A.D., and a detailed explanation of the most important participating parties, and their role in preparing for the elections. The research is concluded with the distinguished role played by the Justice and Development Party in the municipal elections, through its electoral slogans, which touched the reality of building municipalities, and were close to it, and the extent of the discrepancy between the levels of the parties participating in the elections in terms of attracting the Turkish public society, as well as the preservation of some parties on its mass momentum, while other parties lost it.
