البعد الاقتصادي الامني وتأثيره على علاقات العراق الاقليمية

Abstract

يعد الأمن الاقتصادي مكونا أساسيا رئيسيا من مكونات الأمن القومي لأي دولة في العالم، وأصبحت حماية الأمن الاقتصادي لا تقل أهمية عن حماية أراضيها من العدوان الخارجي، الأمر الذي دفع دولا كبرى لوضع ستراتيجيات تحقيق الأمن الاقتصادي ، واقليميا تتدافع العديد من الدول في صراع وتنافس لأجل السيطرة على الحصة الأكبر من موارد الطاقة والغذاء والماء والتحكم في منابعها ومصادرها والسيطرة على مراكز إمداداتها جيوسياسيا ان لزم الامر . تتعرض مصادر الطاقة والماء والغذاء وطرق امدادها اقليميا لتحديات ومخاطر عدة، لذا وجب أن يؤخذ الامر بالجدية اللازمة لحماية مصادرها وسلامة إمداداتها بصياغة اتفاقيات ومواثيق دولية واقليمية تضع آليات وقوانين واضحة لتفعيلها مع الضوابط وربما العقوبات المناسبة لمخترقيها، لأجل ان يتحمل المجتمع الدولي حماية مصادر الطاقة و سلامة نقلها، خاصة وأن ثمة علاقة واضحة وتكاملية ذات طبيعة تأثيرية بين الأمن القومي والأمن الاقتصادي السياسي. Economic security has become a major component of the national security of any country in the world, and the protection of economic security has become no less important than protecting its lands from external aggression, which prompted major countries to develop strategies to achieve economic security, and regionally many countries are scrambling in conflict and competition for Controlling the largest share of energy, food and water resources, controlling their sources and sources, and controlling their geopolitical supply centers if necessary. The sources of energy, water and food and their regional supply routes are exposed to several challenges and risks, so the matter must be taken with the necessary seriousness to protect their sources and the safety of their supplies by formulating international and regional agreements and charters that establish clear mechanisms and laws to activate them with appropriate controls and possibly penalties for their intruders. In order for the international community to bear the protection of energy sources and the safety of their transmission, especially since there is a clear and complementary relationship of an impactful nature between national security and economic security.
