متطلبات تفعيل الحرية الأكاديمية بالجامعات السعودية

Abstract

هدفت الدراسة تعرف أبرز التجارب العالمية في الحرية الأكاديمية في الجامعات، وتعرف واقع الحرية الأكاديمية في الجامعات السعودية، وتعرف متطلبات تفعيل الحرية الأكاديمية في الجامعات السعودية. ولتحقيق أهداف الدراسة؛ تم استخدام المنهج الوصفي التحليلي لأدبيات الدراسة، حيث تم جمع الأدبيات والدراسات في موضوع الحرية الأكاديمية، والوثائق المتوفرة عن الحرية الأكاديمية في الجامعات السعودية، ومراجعتها، وتفسيرها، والربط بينها؛ للتوصل إلى استنتاجات للإجابة عن أسئلة الدراسة. تم استعراض وتلخيص ملامح الحرية الأكاديمية في مؤسسات التعليم العالي بالجامعات في إيطاليا، وكندا، والولايات المتحدة الأمريكية، واستعراض عددٍ من القواعد الإرشادية لتحقيق أفضل الممارسات للحرية الأكاديمية بالجامعات. وتم استعراض واقع الحرية الأكاديمية في الجامعات السعودية، والذي أظهر ارتباط العملية التعليمية في الجامعات السعودية بنظام مجلس التعليم العالي، ثم إقرار نظام الجامعات الجديد، والذي يتوقع أن يعالج المشكلات الحالية ويسهم في مواجهة التحديات المستقبلية. وتم تحديد أهم المتطلبات لتفعيل الحرية الأكاديمية بالجامعات السعودية، بعد الرجوع إلى التجارب العالمية والواقع بالجامعات السعودية، واقتراحات عددٍ من الباحثين، وكان من أهمها المتطلبات القانونية والعملية، والتنظيمية، والتطوير في العمليات وبناء اللوائح، والتعاون مع الخبراء، وتوضيح الحدود للحريات الأكاديمية، وتحقيق مرونة الأنظمة الجامعية، وبناء الخطط للتمويل، والتطوير المهني، والتقييم؛ مع الاستعانة بتقنية المعلومات للتوثيق. This study aimed to identify the most significant global experiences on the academic freedom at universities, its situation at Saudi universities, and enactment requirements at Saudi universities. To achieve these objectives, a descriptive analytical methodology was used to analyse the study items. That is, literature on the academic freedom at universities together with related documents were collected, reviewed, interpreted and then linked between them to address the study questions. Then, the aspects of the academic freedom at higher education institutions in Italy, Canada, and USA were addressed and summarized. In addition, a number of guidance rules were addressed to achieve the best academic practices at universities published by the committee of the academic freedom. Moreover, the situation of the academic freedom at Saudi universities was addressed which showed that the educational process at Saudi universities was linked with the system of the higher education council; the new system of universities was approved which might be able to solve the current problems and contribute in encountering future challenges; the most important requirements were then indicated to enact the academic freedom at Saudi universities in accordance with the global experiences and its real situation at Saudi universities; a number of suggestions were introduced; most notably, legal, practical, and organizational requirements, developing processes, constructing regularities, cooperating with experts, showing borders of the academic freedom, university systems flexible, and designing funding plans, professional development, and evaluation using information technology for documentation.
