الانتخابات التشريعية الأولى في اليابان لعام 1890

Abstract

تأتي أهمية دراسة موضوع (الانتخابات التشريعية الأولى في اليابان لعام 1890)، لأنها تُعد أول انتخابات تشريعية في تاريخ اليابان، ومجلس النواب الذي تشكل بموجبها أول مجلس تشريعي شعبي منتخب يشارك في العملية السياسية، وتشكيل المعارضة التي أصبح لها دور في عملية صنع القرار السياسي؛ إذ لم تستطع الحكومة من تجاوزها أو التقليل من أهميتها. بين البحث استفادة الحكومة اليابانية من تلك الانتخابات، والإجراءات والوسائل التي اتبعتها في محاولة للخروج منها بنتائج لصالحها. لأول مرة في تاريخ اليابان يشارك العامة من الناس في العملية السياسية بعد قرون من التهميش في ظل الأنظمة السياسية السابقة قبل وفي أثناء عهد ميجي، وحتى قبل صدور الدستور وقانون الانتخابات في 11 شباط 1889، إلى أن شاركوا في تلك الانتخابات في الأول من تموز عام 1890.The importance of studying “Japan's First Legislative Elections of 1890” stems from the fact that it is the first legislative election in Japan’s history. The diet formed through this election was the first popularly elected parliament which contributed to the political process. The opposition formed by it had a role in making the political decision; as the government was not able to ignore or downplay its importance. This paper shows how much the Japanese government benefitted from this election, and the steps and devices it came up with in an effort to reach favorable results out of it. For the first time in Japan’s history, the public participates in the political process, after centuries of marginalization during the previous political administrations, and during the Meiji era, even before the constitution and the election law was declared on 11 February 1889, until they took part in this election on the first of July 1890.
