سياسة المصادرات من خلال كتاب نزهة النفوس والابدان في تواريخ الزمان للصيرفي(ت:900هـ/1495م)

Abstract

تمثل حقبة القرن التاسع الهجري/الخامس عشر الميلادي من حكم المماليك البرجية الذين سادوا في حكم مصر، فترة مضطربة سياسياُ، وهذا الاضطراب يعود الى أساس مبدأ الحكم الذي أعتمد عليه المماليك بصورة عامة وهو (الحكم لمن غلب)، وبموجب هذا المبدأ تصبح السلطنة حق مشروع لكل مملوك يستطيع انتزاعها له واحتكارها لذريته من بعده أن استطاع، ولكن في نفس الوقت، بموجب هذا المبدأ يصبح احتكار السلطنة شيء مستحيل وخصوصاُ في عهد المماليك البرجية، الذي عرف عن عهدهم باسم (عهد حكم الاوصياء)، وبالعموم كان من نتائج هذا المبدأ أتباع السلاطين سياسات متعددة في الحكم يكون الغرض منها المحافظة على السلطنة ومحاولة احتكارها ان صح التعبير مع رفد خزائنهم الخاصة بالأموال، وكذلك القضاء على طموح أي شخص تسور له نفسه في انتزاع السلطنة بموجب هذا المبدأ، لذلك عدت سياسة المصادرات التي مارسها السلاطين من أشهر الوسائل التي امتثلوا على استغلالها السلاطين في تحقيق غاياتهم. لذلك سوف نسلط الضوء على هذه السياسة أو الوسيلة إن صح التعبير من وجهة نظر السلاطين، وكيفية ممارستها في أوجه متعددة ما بين (عقوبة – تدبير احترازي – تعويض)، حسب ما أورده الصيرفي من خلال نقوله عن الحقبة الزمنية الممتدة من (784-850هـ /1382- 1446م)، من عصر المماليك البرجية، وقد قسم البحث الى: مقدمة تناولت الوضع العام لسياسة مصر خلال حكم المماليك البرجية، ومبحث اول عن سيرة الصيرفي الذاتية والعلمية، ثم مبحث ثاني تناول سياسة المصادرات التي أنتهجها سلاطين المماليك البرجية ، وخاتمة لما تمخض عنه البحث، وأخيراً قائمة للهوامش واسماء المصادر والمراجع . Therefore, the policy of confiscations practiced by the sultans was considered one of the most famous means that they complied with The sultans exploited them to achieve their ends. Therefore, we will shed light on this policy or method, so to speak, from the point of view of the sultans, and how to practice it in multiple aspects between (punishment - precautionary measure - compensation), according to what Al-Serafi reported by saying about the time period from (784-850 AH / 1382 - 1446 AD), from the era of the Burj Mamluks, and the research was divided into: an introduction that dealt with the general situation of Egypt’s policy during the rule of the Burj Mamluks, and a first topic on the biography of al-Sirafi and scientific, then a second topic dealing with the policy of confiscations pursued by the towering Mamluk sultans, and a conclusion of what resulted Research, and finally a list of the margins and the names of the sources and references.
