ازمة المياه في العراق، أسبابها وتأثيراتها

Abstract

تكمن أهمية المياه باعتبارها مورد طبيعي ورئيسي، اذ تلعب دوراً مهماً في مجمل أوجه الحياة، وتعد من أكثر العوامل التي ترتكز عليها حياة الإنسان، وجميع نشاطاته الاقتصادية والسياسية والاجتماعية والزراعية ومختلف الخدمات الاخرى. أهمية الموارد المائية في العراق تتزايد في الوقت الحاضر نتيجة للزيادة السكانية والتطور العمراني وزيادة المتطلبات الأساسية للإنسان، خصوصاً بعد ان تعرضت هذه الموارد المائية إلى تغيرات مناخية وتأثيرات بشرية عديده اهمها مياه الصرف الصحي والمياه العادمة الصناعية التي تعمل على تلوث المياه وتغير طعمة، وما ينتج عنها من مشاكل اقتصادية واجتماعية. تشارك تركيا وسوريا وإيران في تغذية مياه دجلة والفرات وان تأثير هذه الدول يكمن في تحديد السياسة المائية للعراق باعتباره بلد مصب. مما تقدم من البحث يتبين لنا محدودية الموارد المائية الواردة الى العراق من قبل دول الجوار (تركيا وسوريا وإيران) والتي لا تحكمها أي اتفاقات دولية تضمن لنا حقوق الدول المتشاطئة والمتاخمة للأحواض المشتركة، والتغيرات المناخية وتذبذب هطول الامطار على طول السنة وزيادة النمو السكاني، وزيادة الطلب على مصادر الامن الغذائي والمياه الصالحة للشرب، بالإضافة الى قلة المعرفة ببعض الموارد المائية وسوء الإدارة للمؤسسات الحكومية المعنية بالموارد المائية التي تنقصها الدقة وعدم وجود قياسات دائمة وضخامة متطلبات الامن المائي.The importance of water lies as a natural and basic resource, as it plays a substantial role in all aspects of life, since it is considered one of the most important factors on which human life, and all his economic, political, social and agricultural activities and other various services depend. The value of water resources in Iraq is increasing with the passage of time, along with the population increase, urban development, and the increase in basic human needs, especially when water resources have been affected by climatic changes and many negative human influences, such as sewage and industrial wastewater that pollute water and change its taste, and the resulting economic and social problems. Turkey, Syria, and Iran participate in supplying the Tigris and Euphrates rivers with water, and thus have a role in determining the water policy of Iraq as an estuary country. Through the presented research, it will become clear to us the limited water resources coming to Iraq by the neighboring countries (Turkey, Syria and Iran), which are not governed by any international agreements that guarantee the rights of the riparian countries neighboring to these common basins. Climate changes and fluctuations in rainfall throughout the year and the increase in population growth are also combined. The increased demand for sources of food security and potable water, in addition to the mismanagement of government institutions concerned with water resources, which lack accuracy, lack of follow-up measurements, and the enormity of water security requirements all negatively affect water quality and quantity.
